Yes. Pennsylvania legalized online casino gaming in October 2017 under Act 42, a gambling-expansion law that also authorized sports betting and online poker, and the first sites went live in July 2019.

The PGCB licenses every operator, approves each game through independent testing, and publishes detailed monthly revenue reports.

You must be 21 or older and physically inside Pennsylvania to play. Sites use geolocation software to confirm your location, and you don’t need to be a state resident, only present in the state when you wager.

Pennsylvania lets each land-based casino certificateholder authorize several online brands, which is why more than 20 brands operate across 12 license holders.

To stay safe, always confirm a site appears on the Board’s list of authorized interactive gaming websites before depositing. Unlicensed offshore sites are illegal in Pennsylvania and offer no player protection.

BetRivers Casino: the home-grown brand

BetRivers is Pennsylvania’s home-state brand, run by Rush Street Interactive and tied to Rivers Casino Philadelphia, and it was among the very first PA online casinos at the 2019 launch, with roots in the original SugarHouse online casino. The PGCB still lists both the PlaySugarHouse and BetRivers sites.

The library runs to thousands of titles from NetEnt, IGT and Evolution, and the iRush Rewards program adds bonus-store credits and free spins. BetRivers also runs a separate, fully legal online poker room in Pennsylvania. New-customer promotions vary by state; check the operator’s site.

BetMGM Casino: live dealer and jackpots

One of Pennsylvania’s biggest operators, BetMGM operates under the Hollywood Casino at Penn National certificate and pairs a huge catalog with one of the deepest Evolution live dealer suites in the state and MGM progressive jackpots, while MGM Rewards turns play into comps at MGM properties nationwide. Its sister brand Borgata runs under Rivers Casino Philadelphia.

DraftKings Casino: slots-first

DraftKings runs its PA casino through the Penn National certificate. The library tops a thousand games and the Dynasty Rewards program spans casino and sportsbook with a shared wallet.

FanDuel Casino: one account for everything

FanDuel shares the Valley Forge license with Stardust and owns one of the most widely used casino apps in the country. A single account spans casino and sportsbook, and Daily Jackpots are live in PA.

Caesars Palace Online Casino: rewards

Caesars runs under Harrah’s Philadelphia alongside Horseshoe and Tropicana. Its draw is a big table-game menu, a strong live dealer suite and Caesars Rewards points that redeem at Caesars properties nationwide.

bet365, Golden Nugget and other licensed options

bet365 entered Pennsylvania in July 2024 through Churchill Downs’ Presque Isle Downs, and is best known for tight casino-sportsbook integration and a globally established brand.

Golden Nugget holds its own interactive certificate and offers a deep library from dozens of providers.

Pennsylvania’s wider licensed field also includes Borgata, Hollywood, Horseshoe, betPARX, Fanatics, theScore Bet, Bally Casino, Monopoly Casino, Wind Creek, PlayLive!, Mohegan PA and Tropicana.

Casino games you can play in Pennsylvania

Pennsylvania’s libraries are among the deepest in the US, with the biggest brands each carrying well over a thousand titles. Every game is PGCB-approved and independently tested.

The main categories are:

  • Online slots. The biggest category by far: in July 2026 online slots produced $199.2 million of the $249.0 million iGaming total, per the PGCB. Expect classic three-reel games, modern video slots and Megaways titles from NetEnt, IGT, Pragmatic Play and Light & Wonder, plus progressive jackpots.
  • Table games. Blackjack, roulette, baccarat and casino poker in many variants and stake levels ($47.4 million in July 2026).
  • Live dealer. Real tables streamed in HD, largely on Evolution; BetMGM and Caesars run the deepest live suites in the state.
  • Online poker. Legal and regulated ($2.3 million in July 2026), with BetRivers, BetMGM, DraftKings Poker and WSOP among the rooms authorized by the PGCB.

How to sign up at a Pennsylvania online casino

  • Pick a licensed site and choose your welcome offer. Partner offers apply through the buttons on this page.
  • Click “Join” or “Sign Up” and enter your details: name, date of birth, address, email and the last four digits of your Social Security number for verification.
  • Confirm you are 21 or older and physically located in Pennsylvania; the site checks your location automatically.
  • Make your first deposit using a debit card, online bank transfer (ACH), PayPal, Venmo, Play+ or PayNearMe, depending on the site.
  • Complete a one-time identity check and start playing. Your welcome offer activates on your qualifying deposit or first session.

Pennsylvania online casino welcome bonuses

Pennsylvania offers come in three forms:

  • Deposit match. The site matches your first deposit in bonus funds, with wagering attached.
  • Bonus spins. Free or bonus spins on selected slots, sometimes with no deposit needed (Stardust’s 50 Cash Eruption spins on sign-up, for example; 21+, NJ, PA and WV only, full terms at Stardust).
  • Cashback or no-deposit. First-day lossback or a small credit just for registering.

Always check the wagering requirement, eligible games and expiry before opting in. They matter more than the headline number.

Banking, deposits and withdrawals

Pennsylvania casinos support secure, familiar banking: debit cards, online bank transfer (ACH), PayPal and other e-wallets, Venmo, the Play+ prepaid card, and cash via PayNearMe or at the partner casino cage.

E-wallet withdrawals are usually fastest, while bank transfers take a few business days.

A one-time identity verification is required before your first withdrawal.

Mobile casino apps

Every licensed Pennsylvania casino offers iOS and Android apps plus a mobile browser site, and the PGCB list names each authorized app (the Stardust Casino app, the BetRivers app, the BetMGM Casino app and so on). If an app isn’t on that list, it isn’t legal in Pennsylvania.

All apps use geolocation to confirm you’re inside Pennsylvania, so keep location services enabled.

Pennsylvania online casino tax and revenue

Pennsylvania has some of the highest gaming taxes in the country: online slots are taxed at 54% and interactive table games and poker at 16%. In July 2026 that worked out to $115.5 million in iGaming tax on $249.0 million in revenue, per the PGCB.

Despite that, the state’s large population and the ability to offer both casino and sportsbook under one license have made it one of the biggest iGaming markets in the US.

For players, gambling winnings are taxable under Pennsylvania’s 3.07% flat state income tax and federal tax, and large slot wins trigger a W-2G form from the casino.

The numbers tell the story. Pennsylvania’s online casinos won $2.78 billion in 2025, a 27.2% jump on 2024, and the state’s total gaming revenue across all forms reached a record $6.80 billion, up 10.7%, per the PGCB. Tax generated hit $2.98 billion. In September 2026, online casino revenue was $249.3 million, up 6.8% year over year.

Looking ahead, expect continued growth in live dealer and progressive jackpots, more online brands launching under existing casino licenses (Monopoly Casino under Bally’s Pennsylvania is one of the newer additions), and ongoing PGCB enforcement against unlicensed offshore sites.

Land-based casinos in Pennsylvania

Pennsylvania’s casino floors range from racetrack casinos to stand-alone, resort and mini-casinos, and 11 of those properties hold interactive certificates, alongside Golden Nugget’s online-only certificate.

Major venues include Rivers Casino Philadelphia (BetRivers), Parx Casino (betPARX), Valley Forge Casino Resort (FanDuel and Stardust), Hollywood Casino at Penn National, Harrah’s Philadelphia, Presque Isle Downs near Erie, Wind Creek Bethlehem and Mohegan Pennsylvania.

Because every online brand operates under one of these casino licenses, the site behind your app usually has a physical counterpart you can visit.

Responsible gambling in Pennsylvania

You must be 21+ to gamble online in Pennsylvania, and help is available if play stops being fun.

Every licensed site offers deposit, loss and time limits, cool-off periods and self-exclusion, and the PGCB runs a statewide self-exclusion program covering casinos, iGaming and sports wagering. For confidential, 24/7 support, call 1-800-GAMBLER.

Pennsylvania online casinos in 2027

Skill games after the Supreme Court ruling

In July 2026 the Pennsylvania Supreme Court ruled that so-called skill games are illegal slot machines under the Gaming Act. Bills to tax and regulate them (House Bill 2557 and Senate Bill 1079) had not cleared committee, so expect the fight to carry into the 2027 session.

Another revenue record to beat

Online casinos posted $2.78 billion in 2025. The PGCB’s year-end 2026 release, due in January 2027, will show whether iGaming kept its double-digit growth as monthly totals hovered near $250 million.

Brand reshuffles under existing licenses

The license model means brands come and go without new legislation: Monopoly Casino arrived under Bally’s, while Mount Airy’s online casino dropped out of the July 2026 report. Watch the PGCB’s authorized-sites list for further changes.
